Item A center for the study of West Texas regional history(Texas Tech University, 1985-08) Webster, David W.The proposed Center for the Study of Regional History is an educational facility which will provide an opportunity for a more efficient and comprehensive history education on a multiple of levels. The Center will co-locate, and provide new facilities for, the Texas Tech University Ranching Heritage Center (an indoor and outdoor history museum), the Southwest Collection (a regional research library and archives), the Lubbock County Museum (a collection of antique farm implements) and a proposed School of restoration to be added to the Texas Tech University Museum Science Department. The project should also provide facilities for education in regional history to be used on a full and part time basis by the History, Architecture, Engineering, Agriculture, Home Economics and Art Departments. Since the project will be sited on the Texas Tech University Campus, collegiate education will be the prime concern. However, the facility should also provide learning opportunities for individuals and groups with a variety of backgrounds and educational levels. They can be; however, as is often the case today, forgotten. Therefore, it is time for an Insitiution of the Public to move positively into the societal realm and once again speak of the wonderful reasons why persons choose to live in a communal society. By using behavioral pattems and models constructed from the cultures within the City of Chicago as well as user interactive design processes, a New Central Library for the City of Chicago should be constructed which will once again speak of the needs, desires and aspirations of the people of Chicago. The Library's basic definition as a source of possibilities from which to draw self-enhancement can create the presently missing "common ground" upon which the diverse layering of cultures which comprise Chicago can gather. With this type of industry the role of the library becomes paramount in the research and development of new ideas. A library for the city of Midland has a viable role in its economics and must reflect a concern for the future by taking advantage of the electronics age to provide the necessary information to the user in the fastest amount of time. This program stresses that the library should be a design achievement of major stature; a building in which Midlandites and visitors to the City will wish to view for its architectural distinction and beauty, as well as for its collections and services. It will be a prime force in the oil industry for its log library and contribute to the area's attractiveness. The design should reflect the Library as a people-place, accommodating a variety of users involved in a multitude of ever-changing activities in an atmosphere of confidence and trust.
