The use of these cameras have some people excited about how they might bring changes to policing, but there are some people who are concerned about the use of them. The benefits of using body-worn cameras could be fewer complaints against officers, better evidence collection, and testimony for court, better training, officers and citizens behaving better knowing they are on camera, and the cameras would always be with the officer so it would catch all of their interactions with citizens. Two of the main reasons for having officers wear body cameras are to improve officer accountability and agency transparency. Some concerns of using body worn cameras are the expense to purchase them, the cost of storing the media, privacy for citizens, especially in their own homes, and privacy for police officers. There are solutions for these concerns and police departments need to conduct research to find out how to resolve these concerns. Agencies also need to research the available types of body cameras to see what would work the best for their agency. Law enforcement has little to no control over the message the media delivers about them. This lack of ability needs to be addressed and remedied. Law enforcement can use social media to provide information not published by traditional news organizations. This information can range from road closures to a monthly crime blotter detailing the calls for service on a weekly or monthly basis. Law enforcement should use social media as a resource to enhance their relationship with their citizenry, control their media presence, assist in criminal investigation, and provide a new line of communication. This problem is the failure of police officers in the United States to effectively communicate with people while on the job. As such, officers need to be trained in empathetic communication tactics as part of a larger model of people-focused Policing. Empathetic communication uses emotional labeling and other tactics to show compassion between the officer and the member of the public. This communication style helps bolster the legitimacy of the policing institution and affects the citizenry’s perception of the process of being unfair or fair; this directly supports the concept of procedural justice. Officers must be fair, knowledgeable and empathetic. Training of officers in empathetic communication and the concepts of legitimacy should be conducted for both current officers and recruits in the academy process. The mishandling of these types of incidents has led to mistrust of the department. While there is no magic bullet when it comes to dealing with these types of events, releasing as much information as possible in a timely accurate manner is the best strategy. By releasing timely, accurate information as early as possible following the event, the agency will better protect itself and its officers. The agency will reduce speculation that leads to distrust and civil unrest. As a governmental agency that is held accountable for its actions, a policy of transparency is a must. All lawenforcement agencies should have an aggressive, proactive plan to address these issue when they arise whether the officers involved acted exactly as they should have or not. All agencies will have one of these events arise and planning ahead of time and including all stakeholders in that plan is the only way to move forward. The Freedom of Information Act of 1967 along with the Texas Public Information Act of 1973 lead to the creation of laws regulating the release of information to the public. When these laws were established, technology was not nearly as advanced as it is today. The lack of updating of these laws leads to the release of personal identifying information of individuals. In today’s modern society, individuals have access to government documents whenever they want. The advent of the internet has created numerous industries that have proven lucrative for those industry pioneers. One industry that has flourished since the advent of the internet are data brokers. These individual companies use technology to obtain large amounts of information off the internet. Data mining is the act of collecting that data. Retailers as well as government agencies use this method to obtain huge amounts of data in order to better their services. They also collect this data through their websites to sell to other businesses for profit. The problem with this exchange of information is that there is little regulation. Once the requested information is out of the hands of the government agency, there is little regulation of that information. The Business and Commerce Code (“Prohibited use of Crime Victim, 2009) described the sale of crime victim or motor vehicle accident information for the purpose of soliciting business as a class C misdemeanor and the Attorney General’s Office needs to pursue charges. Public information released by law enforcement should be more restrictive. This causes each person to formulate an impression about the other. Clothing can help determine a person’s gender, social status, occupation, or even if the individual is a person of authority. The police uniform is no exception, and police officers are not exempt from these judgments. In fact, this psychological and sociological phenomenon plays an important part in the public perception of the police. In today’s modern society, the use of military equipment and military uniforms by police departments has negatively influenced the perception of the police as a group of men and women who serve and protect the members of their communities. It has become vitally important that police administrators give serious consideration to the impact of the uniform. It is necessary to strongly consider that the traditional police uniform should be used rather than a military-style uniform to maintain an appearance of strength, safety, and security without instilling fear or intimidation into the community. Police are a society’s protectors; soldiers are conquerors of nations. The uniform worn by police must symbolize trust, honesty, and authority.With available studies and empirical data, police administrators can make this choice without damaging the perception of their department.
