This selection indicates a positive attitude and commitment of the City's leadership and citizens toward the revitalization of the downtown area. To be successfully rejuvenated, the downtown must undergo an economic restructuring that would create new economic levels and markets. In conjunction with the Main Street Project a Commercial Historic District was placed on the National Register. The Main Street Project works within the context of historical preservation to aid the revitalization of small towns. In response to this renewed interest and active involvement in the downtown and Main Street Project, the Ware Hotel has become a major factor in the successful development of the Historical District. Because of its significant historical contribution to the Historical District and its strategic location, the Ware Hotel has a prime potential for regaining its much deserved prominent position in the economic and physical fabric of the downtown. The proposed renovation of Ware Hotel into quality apartments would broaden the population range of the CBD and create a permanent and more stable economic structure in the Historical District. The success of the Ware Hotel would strengthen and encourage greater involvement in the Main Street Project and in the City of Plainview.Item Alternative system approach for affordable housing on the US-Mexico border(1994-05) Goldsmith, Charles O.The need for new or, in many cases, more adequate housing in Mexico has developed and continues to grow according to a variety of influences. These include economic and social pressures, natural growth patterns, migratory realignments in the population, and crisis related needs and movements. Like most Latin American countries, and the developing world in general, Mexico has been experiencing a massive demographic shift from rural to urban, often from south to north, and from a smaller older population to a larger younger one.Item An investigation into the mechanisms that enabled successful post-World War II urban developments in the central business cores of four historic American cities(Texas Tech University, 1995-08) Handayani, TitiDuring the last five decades, most American cities experienced an interesting evolution. In response to the decline of city centers in the early 1950s, which resulted from commercial expansion and suburban sprawl, many American cities successfully revitalized their urban cores in the late 1960s and early 1970s. In the 1980s, these cities realized the negative impact of too rapid downtown development which slowed the growth by setting growth management controls in their downtown plans. This evolution has been identified in the literature and stimulated this study. Boston, Philadelphia, Seattle, and San Antonio are historic American cities with relatively high populations. These four cities Implemented certain methods to manage their urban development. The overall goal of this study is to investigate the mechanisms that enabled positive developments to occur in the urban cores of the selected cities. Understanding how these cities improve and manage their urban development is the main part of this study. It provides invaluable lessons for many cities in achieving future successful developments. In order to document and analyze the research objectives, this study employed the historical method to get systematically collect and objectively evaluate urban development in four case studies. The research also employed descriptive analysis to assess conditions and impacts of development in four cities by comparing the similarities and differences of the mechanisms employed among the four. The findings of this study indicate that the role and type of governmental leadership in successfully implementing planning and development are crucial. In addition, the role of community or private organizations as control and advisory groups is significant. This study also finds that the vision, passion and long commitment of enlightened professionals provide great influence in promoting imaginative and long ranging projects. Several major issues are to be dealt with through this project. The most obvious issue is the basic functional need for a greater amount of centrallzed space for the efficient operation of the city government. Another issue is the idea of the government needing to be more accessible to the public, and therefore, reducing the negative feelings between the public and their government. A third issue is dealing with the image of the city of Austin and enhancing this image with the complex. The complex must deal with the needs of the public and the employees, and it needs to encourage the revitalization of downtown, and especially the Warehouse District in which it is located.Item Brownfield redevelopment in Rockford, Illinois(2011-05) List, Kathleen Marie; Sletto, Bjørn; Paterson, RobertSmall and mid-size cities often struggle with the financial and social costs of brownfield redevelopment, even when they receive funding for environmental remediation from federal and state governments. This paper examines how cities can address the gap between administering technical funding for environmental remediation and creating local economic and social opportunities on redeveloped brownfields sites. (John Sibley)For over a century, researchers have studied methods for revitalizing urban communities. Many studies show that entrepreneurship plays a vital role in sustaining valuable resources that are necessary for community development. The current study adds to previous research by identifying factors that are related to self-reliance and lower crime. I analyze data from the 1991 National Race and Politics Study, which explored attitudes on various issues related to community development and politics. My findings indicate that jobs, more say in government decisions, and hard work are significantly related to self-reliance, while small business, neighborhood organizations, care for the homeless and job training are significantly related to lower crime. These results support the work of previous researchers by showing that crime and neighborhood organizations play important roles in community development. The study goes a step further to identify additional attitudinal variables that are related to self-reliance and lower crime. These results should assist policy makers in determining what factors may help revitalize urban communities that suffer from high levels of unemployment and crime.Item Main Street remade : a case study of eminent domain use in Port Chester, New York(2013-08) Longobardi, Elinore Ann; Hoelscher, Steven D.In the late 1990s, looking to improve its fiscal situation, the Village of Port Chester, New York, decided to approve the redevelopment of a 27-acre site that comprised a large section of its downtown. The centerpiece of the 1999 plan was a big-box shopping center and multi-tier parking structure. To build the project, Port Chester used eminent domain to raze most of its South Main Street, along with adjacent blocks--an area already full of small shops and businesses. The village took this action in the name of “public good,” replacing the small-scale buildings and family owned businesses with big-box retail--including Costco, a Loews multiplex, DSW shoes and Bed Bath & Beyond. The village’s goal was to replace a “blighted” area (the term a vestige of legal and rhetorical constructs surrounding mid-20th century urban renewal) with a more upscale one--bringing in, as officials saw it, more tax revenue and creating jobs. This dissertation examines the mechanics and the consequences of this kind of large-scale land clearance, especially in the context of a small suburban municipality. Far from being an anomaly, the Port Chester project is an example of an ongoing trend: the use of eminent domain in the service of economic development, which we can see as a kind of present-day urban renewal.Item
