Abstract

The work presented studies the writings and activities of Phebe Kerrick Warner, a resident of Armstrong County, Texas, from 1898 to 1935. Warner wrote a newspaper column for the Fort Worth Star-Telegram, promoted rural educational and political reform, organized several women's clubs, and, as secretary of the Texas State Parks Board, advocated the establishment of a state park at Palo Duro Canyon. Her work coincides with reform measures of the national Progressive Era and with the women's club movement in Texas during the early twentieth century. Phebe Warner's activities won her a reputation as a community builder of the Texas Panhandle.
